In conjunction with Mirvac Developments, this application was approved by the Sydney Central City Planning Panel under a site compatibility certificate which permitted construction of a two level basement, with 141 dwellings, comprising 131 independent living units and 13 townhouses, the latter skilfully designed to integrate with the lower density residential development to the south and west of the site.

The application was highly controversial with Parramatta City Council and the local community because of the proposed six and seven storey buildings

Despite opposition, the Panel recognised the importance of the proposal at a time of significant housing shortage
